The Case 1737 (gas) and 1740 (diesel) are I believe the same machine except engine. It sounds like you need to pull clutches and start at the actuating nuts and insure all adjustments are correct. Sticking is often caused by not having full thread of those nuts. Also insure your thrust bearings are in good shape and the correct bearing (very important). I had a problem with the steering clutch smoking on an old 610 and I tightened the offending clutch nut two holes. I am wondering if I went too far. The little bobcat 310 is actually a great little skid steer to work on. Be sure to have a shop manual and be prepared to find a lot of bolts/nuts to have trouble to break loose. I used propane torch to help on some.
